Heat stress prevention training teaches workers and supervisors to recognize the early signs of heat-related illness, apply water-rest-shade controls before those signs turn serious, and act correctly the moment a case becomes a medical emergency. It matters more in 2026 than it did a few years ago: OSHA renewed its Heat National Emphasis Program in April, now covering 55 high-risk industries with inspections triggered by National Weather Service heat advisories (OSHA, news release, April 10, 2026), while Poland is drafting its first hard temperature limits and Germany already enforces graduated thresholds. This article covers what US, Polish and German rules require today, how to tell heat exhaustion from heat stroke, and what a training program needs to include.
How OSHA is enforcing heat safety in 2026
OSHA still has no final heat-specific standard. The proposed Heat Injury and Illness Prevention rule was published for comment on August 30, 2024, went through a public hearing in mid-2025, and closed its post-hearing comment window on October 30, 2025 — but the agency has not finalized it, and there is no announced date for that to change (OSHA, heat rulemaking status).
In the meantime, enforcement runs through the General Duty Clause and OSHA's Heat National Emphasis Program (NEP), which the agency revised on April 10, 2026 for a new five-year term. Using injury data from 2022–2025, OSHA reshuffled the target list to 55 industries (22 newly added, 33 retained, 46 dropped from the prior 2022 version), spanning construction, agriculture, warehousing, manufacturing, food processing and trucking. Compliance officers can now open inspections on "heat priority days" where hazard evidence exists, and can also run random inspections at high-risk facilities whenever the National Weather Service issues a heat advisory or warning (OSHA, news release, April 10, 2026). If your site sits in one of the 55 industries, an inspector can show up on the next hot-weather alert, not just after an incident.
Indoor work is not exempt. The NEP's target list and OSHA's broader heat guidance both cover indoor settings without adequate climate control — warehouses without air conditioning, commercial kitchens, laundries, and any space with heat-generating equipment like furnaces or tar ovens. A worker loading trucks in a non-climate-controlled distribution center in July faces the same physiological risk as one on a construction site, even though nobody would call a warehouse an "outdoor" job.
What Poland and Germany require
Poland does not yet have a numeric temperature limit in the Kodeks pracy. What exists today is a general obligation: employers must provide free, continuously available drinking water once indoor temperatures pass 28°C or outdoor temperatures pass 25°C, alongside adequate ventilation, shading against direct sun, and — at the employer's discretion — shortened hours or extra breaks that cannot reduce pay (Ministerstwo Rodziny, Pracy i Polityki Społecznej, gov.pl; Państwowa Inspekcja Pracy). Skipping the water obligation is a finable offense, carrying a penalty of 1,000 to 30,000 PLN.
That is set to change. A draft regulation from the Ministry (its third version, released in mid-2025 and still under consultation) would introduce hard stop-work limits: 35°C indoors and 32°C for physically demanding outdoor work, with the same 28°C/25°C thresholds triggering earlier cooling measures. The proposed effective date is January 1, 2027, already pushed back once from an original mid-2025 target to give employers time to adapt (Infor.pl, reporting on the draft). It is not law yet, so treat it as a plan to prepare for, not a rule to comply with today.
Germany is already there. Technical rule ASR A3.5, issued under the Arbeitsstättenverordnung, sets three graduated thresholds: above 26°C, employers should take additional measures where feasible; above 30°C, a risk assessment must drive effective measures following the TOP principle — technical controls first, then organizational, then personal protective equipment; above 35°C, the room is not considered fit for work without technical measures such as air showers, organizational cooling-off periods, or protective equipment (Klimaanpassung-Vorschriften-Portal, ASR A3.5 factsheet).
Recognizing heat exhaustion versus heat stroke
The single most useful thing training can do is make the exhaustion-to-stroke distinction automatic, because the right response is different and time matters. OSHA lists heat exhaustion symptoms as heavy sweating, fatigue, dizziness or lightheadedness, nausea, and a fast heart rate — the person is still alert. Heat stroke is the emergency: confusion, slurred speech, seizures or unconsciousness, sometimes with hot, dry skin once sweating stops. For either, move the worker to shade or air conditioning and cool them immediately — cold water or an ice bath is the fastest method, alongside removing heavy protective clothing and applying cold towels to the neck, armpits and groin. The moment confusion, slurred speech or unconsciousness appears, call 911 and keep cooling while help is on the way. OSHA's own guidance is blunt about the judgment call: when in doubt, cool the worker and call 911 (OSHA, heat-related illnesses and first aid).
Why a one-time reminder isn't enough
Posting a "stay hydrated" sign in the breakroom addresses none of this. A worker needs to notice fatigue and dizziness in themselves and in a coworker who might not report it, know the acclimatization schedule matters for someone new to the job or returning after time off, and have the heat-exhaustion-versus-heat-stroke call rehearsed well enough to make it correctly under pressure, on a job site, in the heat. That is a skill built through repeated, realistic practice — spotting symptoms in a simulated coworker, running the buddy-check routine, deciding when to escalate — not something a single toolbox talk in May reliably produces for a shift that changes every summer.
