What OSHA expects

OSHA training duties are topic-specific and practical

There is no single general OSHA training rule: each standard sets its own training duty, and most expect hands-on practice, not just information. Our free OSHA training requirements guide helps you see which standards apply to your work.

  • Forklift operators: instruction, practice and evaluation

    Operators must be trained before they operate a powered industrial truck, through a combination of formal instruction (which can include interactive computer learning), practical training and evaluation of their performance in the workplace. Refresher training follows unsafe operation, an accident or near-miss, a failed evaluation or a change in the workplace, performance is evaluated at least every 3 years, and the employer certifies the training in writing with the operator’s name, dates and the trainer or evaluator.

  • Fire extinguishers: education every year

    Where portable fire extinguishers are provided for employee use, employees must be educated on how to use them. The education takes place upon initial employment and at least annually thereafter.

  • Computer-based training needs a trainer and hands-on experience

    OSHA has stated that computer-based training by itself would not be sufficient to meet the intent of most of its training requirements. It is acceptable as part of a program where trainees can ask a qualified trainer questions and get hands-on experience.

    Relates to 29 CFR 1910.147, control of hazardous energy

    Trainees walk through isolating a machine step by step and see what happens when a step is missed. Mistakes cost nothing here, so they can repeat the procedure until it becomes routine.

Frequently asked questions

Does VR safety training count toward OSHA training requirements?
It can be part of your program, but not all of it. OSHA has stated that computer-based training by itself would not be sufficient for most of its training requirements, and accepts it when trainees can ask a qualified trainer questions and get hands-on experience. For forklifts, 29 CFR 1910.178(l) explicitly lists interactive computer learning as a form of formal instruction, combined with practical training and workplace evaluation.
Does VR replace forklift certification or hands-on training?
No. VR adds realistic practice and a record of it, but it does not certify operators. Practical training and the evaluation of performance in the workplace still happen with a qualified trainer, and the employer issues the written certification required by 29 CFR 1910.178(l).
How do I show who was trained and when?
Every headset session is saved in the panel with score, duration and lesson-by-lesson history. You can download PDF reports, export to CSV or Excel, and issue certificates from your own template with a digital signature and a QR code anyone can verify without an account.
What hardware do I need?
Meta Quest or Pico headsets. You pair each headset to your organization with a code, and courses run offline for up to 30 days, so training can happen in a warehouse or plant without Wi-Fi. Results sync once the headset reconnects.
