Forklift operator training has one job in every country that regulates it: prove, on paper and in practice, that a specific person can run a specific truck without hurting themselves or anyone nearby. In the US that means OSHA-mandated formal instruction plus a supervised evaluation. In Poland it means a UDT-issued qualification certificate. In Germany it means a Staplerschein backed by a documented exam. The paperwork differs; the underlying demand — trained, evaluated, re-checked — does not.
Why the compliance bar is high
Forklifts are disproportionately dangerous for how ordinary they look. OSHA, working with the National Safety Council, estimates an average of 101 fatalities and 94,570 injuries occur annually in the US from unsafe powered industrial truck operation, with pedestrians being struck and vehicle tip-overs the two leading causes of death (OSHA/NSC Alliance, Fact Sheet No. 2, 2011). That estimate is more than a decade old, but it is still the figure OSHA cites, and nothing about a three-tonne vehicle with a raised load and poor rear visibility has gotten safer since.
That is the number regulators are writing rules against. It is also why "we showed the new hire a video" does not hold up as training in any of the three systems below.
What OSHA requires in the US
Under 29 CFR 1910.178(l), only trained and authorized operators may run a powered industrial truck, and every operator must complete three stages before working unsupervised: formal instruction (lecture, video or written material), practical training (demonstrations and hands-on exercises), and a workplace performance evaluation (OSHA, 29 CFR 1910.178). The rule does not fix a training length — it scales to the operator's prior skill, the truck types involved and the hazards of the specific workplace.
What it does fix is the evaluation cycle and the refresher triggers. Performance must be re-evaluated at least once every three years, and refresher training is required immediately if an operator is seen driving unsafely, has been in an accident or near-miss, fails an evaluation, is assigned a different truck type, or the workplace itself changes in a way that affects safe operation.
What Poland requires
Poland routes forklift qualification through the Office of Technical Inspection (Urząd Dozoru Technicznego, UDT). Since a 2017 regulation took effect in August 2018, operators need a zaświadczenie kwalifikacyjne — a UDT qualification certificate obtained by passing an exam based on a training programme the UDT itself developed or approved. Employer-issued permits alone are no longer sufficient; the certificate has to trace back to a UDT-recognised course (Prawo.pl, forklift operator qualification rules). The minimum age is 18, and operators of gas-powered trucks need additional training on safely handling and replacing gas cylinders.
The practical effect for an employer: you cannot simply sign off your own staff as competent. The training has to run against a UDT-approved curriculum, and the exam sits with UDT, not with the company.
What Germany requires
Germany's route runs through DGUV Vorschrift 68, the statutory accident insurer's binding rule on Flurförderzeuge (forklifts and similar industrial trucks). An operator may only be authorized to drive independently once the employer has verified they completed training under DGUV Grundsatz 308-001 and passed both a theoretical and a practical exam, with documented proof of both (DGUV, Flurförderzeuge FAQ). Initial training typically runs 3–5 days, or 20–32 instructional units, with at least 10 units of theory.
Unlike the OSHA and UDT systems, DGUV does not tie refreshers to a fixed multi-year cycle. Its own guidance calls for refresher instruction "at appropriate intervals, at the latest within one year" (spätestens innerhalb eines Jahres), with additional training triggered by new equipment, unusual tasks or a safety violation — a tighter default cadence than the US three-year window.

No system lets an employer skip the practical test, and none treats initial training as a one-time event. The differences are in who signs off and how often the clock resets — not in whether ongoing verification is required.
What good initial training actually covers
Across all three jurisdictions, the content overlaps heavily. A defensible programme covers, at minimum: operating instructions and precautions for the specific truck type, the differences between a forklift and a car (rear-wheel steering, load-dependent stability, restricted visibility), controls and instrumentation, load capacity and stability limits, inspection and maintenance checks before each shift, and site-specific hazards like blind corners, pedestrian traffic and racking layout (OSHA/NSC Alliance, Fact Sheet No. 2, 2011).
None of that is controversial. The harder part is the exam and the operator's judgement in the moment — and that is exactly where classroom time and a short yard drive both fall short.
Where classroom and yard time run out
A written test checks whether someone can recall the stability triangle. It cannot check whether they slow down before a blind corner with pedestrian traffic, whether they notice a load starting to shift before it tips, or how they react in the ninety seconds after a lithium-ion battery pack starts to smoke. Those are exactly the situations every regulator above wants covered by "hazard awareness" and "workplace-specific" training, and they are also the situations too dangerous, expensive or rare to stage for real on a working site.

Building a programme that satisfies the paperwork and the person
Layer three things and none of the systems above will find a gap. Formal instruction for the regulation-specific content: OSHA topics in the US, the UDT curriculum in Poland, DGUV Grundsatz 308-001 in Germany. VR for the judgement calls and rare hazards a classroom can describe but not reproduce. A supervised practical evaluation on the actual truck the person will drive, because every jurisdiction here treats that as non-negotiable.
